The Forth forum of the series features Mr. Toshitami Kaihara, the former governor of the Hyogo Prefecture.
 Mr. Kaihara will discuss about what kind of leadership will be expected at the time of the crisis through his own experience of having coped with the Great Hanshin-Awaji Earthquake in 1995 and will share with us issues and future challenges for crisis management.
